I have had some foreigner cases,criminal and civil legal issues(negociation,settlement,suit)
only with my DJ("Denshi Jisyo"or digital dictionary).

I am not sure that I and my stuff have a good command of Englih or other language.

But,roughly saying,since what lawyers do with is just appeal,facts and evidence,fluency is not nessesarrily needed.

Consultation fee is just(the same as Japanese mother language person)

　　　　　per 30 minutes(without interpretation time).
